Or, maybe we are both Jean-Luc, but at different points along the space-time continuum.

Kosh was a Vorlon, one of the ancient races who squared off against the Shadows in the Shadow Wars. He was the guy who wore the oversized environmental suit.

He came on board the second season and ran the station. Kind of a cross between Picard and Kirk. B5 is still the best SF show ever created for TV. The fact it was designed as a novel with a 5 year story arc made it hard for people to jump in after the series began. However, if you caught the entire run you were in for some grand, Hugo winning storytelling.
