                  Years ago i read a book, but cant recall the author or title of the book. The plot of the book was as follows: It was a planet much like earth or earth itself in the future. Man has been reduced to a few major citys and some small outposts. The animals of this planet have there own kingdoms, wolves, pythons, birds, and dogs etc. Mankind has been reduce to medival life style, swords, horses, and carts.There is one man that has learned to talk with the animals in there own languge. He also has a parrot that is real old and is his best friend and mentor. There is a legend in this world that says one day a leader will come to the dog's kingdom and dog will take over the world for dogs. A great battle insues where man,wolfs and birds fight a great battle with the dogs who found there leader in a great black dog. i sincerely hope you or one of your readers might have read this book and can remeber the name. It is one of the few books i have come across where i read it until it fell part.

Your book sounds like City by Clifford Simak. I might be wrong though;  I read the book a number of yeqars ago, and my memory of it is a bit hazy.

Allen i appreciate your help, but the City is not the one i am seeking. In the book i am looking for the dogs are more in a combat mode against humans. But thankyou for you help it is appreciatated Harry

I wish you could remember because this sounds like something I'd enjoy reading. One book that has some similarities to this but I'm sure it's not the same one, is "Breed To Come" by Andre Norton. Cats and dogs and other species have been raised to sentience and left behind on earth. It's quite good

ALso, Neil Barrett Jr. wrote a series that begins with Aldair in Albinon about a future earth with intelligent pigs, wolves, bears, etc. It's also very good.

Of course, David Brin has the entire Uplift series about the process of uplifting animals to human like intelligence but that is hard SF and doesn't involve low tech.

yes i wish i could remember the author of the name of the book.The only thing i think i remember(and i may be wrong)that the book may have been a book by a british author i think it won
a literary guild award. I tried looking it up but not knowing the author and title and year of the book is proving a task. Harry54
