As far as a bio, GUD leaves that attached to the author as opposed to the work... but the author is always welcome to add a cover letter to the submissions because some folks are simply hard wired to do such. Typically a cover letter is less well put together than the submission itself (and rightly so), but that does at times color reading the submission.
