Absolutely. They will each be judged on their own merit. Too many publications state "send only your best work." I think that's hogwash. Writing (and subsequently reading) is such a subjective experience, there's no way of knowing that your best story isn't an editor's cup of tea, but your second-best story is perfect.

Send two, send ten. I'll read them all.
