there's a collection of short stories I'm trying to find.  The first story in the book is about a human and an alien trapped on a planet, and they have to fight each other to determine the winner of a galactic war. 
 
Other stories involve an intelligent mouse (I think that's the picture on the cover), and a man who uses the stars for advertising. 
 
The same author wrote a story in which the inventor of some massive weapon has a mentally challenged son, and a woman gives the son a pistol to make a point about responsibility.
 
If anybody knows who this author is, or the collection of stories these come from, I would really appreciate it.

Don't know the collection, and can't remember the author's name, but that first story sounds like "Arena," a sci-fi classic from back in the 50s or 60s.

If it is Arena (and it sounds like it is) then the author is Frederic Brown. The intelligent mouse story might be "Mouse", which, if memory serves, is a low key alien invasion story. (It was available online on the Sci Fiction site, which is where I vaguely recall reading it - although I think they discontinued the fiction part last year),
