This had been mentioned already, but finding publications that post links to the web site, and then getting pieces published in these venues, can guide some traffic towards your site.

Again, posting the link on various forums can get you some traffic, as long as the forums don't mind. Be subtle, though; blatant self-promotion can backfire if overused on certain forums.

Both methods have worked for me. I don't know if I've gotten tons of traffic (I can't seem to get my counter to work properly), but I know I've gotten some, including some editors. I do know some editors have become interested in my art after they visited my site. So numbers alone don't tell the whole story; the degree of involvement in publishing of the visitors is important, too!

I drive lots of book-buying traffic to my blogs (which act as my websites) through blogging.  Find blogs that are owned and visited by horror fiction fans.  I don't know about the other blogs but Blogger makes that easy for you to find those blogs through their directory. 

Then post comments on those blogs.  Your username becomes a live link to your website.  If you make sure your comments are informative, people will click on your username to find out more about you.  You can build significant traffic very quickly this way.  

If you have a blog feature on your website then you can keep traffic coming back to your site every day.  Post at least twice a week, and make sure it is something horror fiction fans want to know about.

Go visit various horror related boards and join the communities. Post a lot (and not about your site) with your site in your signature as you have it now. Mention it when appropriate and not with your first few posts on those sites.

put up a myspace page and post in the forums.
