It's a documentary by Aaron Russo (one of many documentaries on the subject by many different people of different political persuasions) regarding whether or not the Income Tax as we know it is Constitutional and its connection with the Federal Reserve System, a money-creation system that the American Founding Fathers and early Presidents were adamantly against.

There's plenty information in there that eerily resembles Orwell's 1984 in regards to the people behind the creation of the Federal Reserve and the many other central banks in Europe.

I even found a documentary on it from 1999 by Bill Still that was three hours long and went into even greater detail than this one.
